The Commission had ruled in August that the owners of 89 Maxwelton Road could not build a "granny unit" on their property, prompting the landowners to appeal the ruling.
The applications consist of eight of the nine WCF permit application sites reviewed by the Planning Commission and City Council in 2017 and nine additional sites.
