California parents who can’t meet with their children’s teachers in person will have the right to participate by phone or video conference under new legislation signed by Gov. Gavin Newsom Monday.
Beginning Jan. 1, 2027, parents, guardians and educational rights holders who are unable to attend an individual meeting with their child’s teacher in person will have the right to participate by phone or through a school-approved web-conferencing platform.
The meetings cannot be recorded or transcribed.
“SB 1412 ensures that schools provide remote participation options, helping families who may struggle with transportation or are navigating the complexities of immigration to actively participate in their child’s education,” said Sen. Susan Rubio, D-Baldwin Park, in her author’s statement. “By expanding access in this way, the bill supports equity, strengthens school-family communication, and helps ensure every student has the support needed to reach their full potential.”
