City Council study sessions offer in-depth look at Draft Moraga Canyon Specific Plan

Community members are invited to attend two upcoming City Council study sessions for a walkthrough of the Draft Moraga Canyon Specific Plan, its content and concepts:

City Council Study Sessions: Moraga Canyon Specific Plan

•  Monday, April 28, 5:30pm
•  Wednesday, April 30, 5:30pm
Piedmont High School / Millennium High School Library, 800 Magnolia Avenue

The aim of these study sessions is to provide a “first look” overview of the recently released Draft Moraga Canyon Specific Plan. 

•  April 28: Using the big picture vision as a starting point, the April 28 study session will focus the mechanics of implementing the Specific Plan once it’s been adopted.
•  April 30: The April 30 meeting will offer a deep dive into the built environment, as defined in the draft document covering roadway improvements, building design, landscaping, and infrastructure.

The study sessions mark the beginning of an extensive public review period and series of meetings before the Council is expected to consider adoption of the Specific Plan next fall, including:

• June 4, 2025: Park Commission
• June 18, 2025: Recreation Commission
• August-September 2025: Public hearings at Planning Commission and City Council
Community members are encouraged to attend the study sessions. For those unable to join, presentation materials will be available on the project website after the meeting.

A vision for the future of Moraga Canyon
The product of in-depth study and community engagement beginning in summer 2023, the Draft Moraga Canyon Specific Plan outlines a vision – and the steps needed to bring it to life – for a new neighborhood in Moraga Canyon that would:

  • bring new housing to Piedmont, creating opportunities for people of all income levels
  • enhance recreational amenities through an expanded sports field and new hiking trail
  • improve road safety, with a new bike lane, sidewalks, and traffic signal at Red Rock Road
  • model best practices in wildfire resistant construction and landscaping

The Draft Specific Plan details development locations, site improvements, and infrastructure requirements for the construction up to 199 units of new housing on City-owned land in Moraga Canyon, 60 of which would be affordable to lower income households. The document anticipates development of multifamily residential buildings between 4 and 6 stories and includes two options for where these buildings could be located – either on the north side or the south side of Moraga Avenue. It includes 10 chapters, each one addressing a single topic in detail, with subjects ranging from overall site vision to circulation and traffic safety improvements to building and landscape design. The final chapter outlines an implementation strategy and options for project financing.
