The Planning Commission will hold a study session to consider draft landscape design requirements and public infrastructure improvements for future development in Moraga Canyon on Monday, October 14.

The discussion will focus on two in-progress chapters of the Moraga Canyon Specific Plan, which cover topics including:

  • Fire safety landscape standards, including restrictions on allowed plant types and requirements for spacing between trees
  • Water efficient landscaping requirements
  • Landscape design requirements intended to ensure new develop complements the surrounding natural canyon environment
  • Undergrounding electrical and communication utility lines along Moraga Avenue
  • Upgrades of utilities and public infrastructure, including sewer and stormwater systems and wireless communication facilities needed to support up to 199 units of new housing in the area
  • Green infrastructure standards
  • Site grading and creation/upgrade of retaining walls

Draft Specific Plan expected to be released for public review and comment in late 2024

The Moraga Canyon Specific Plan will define potential development locations, site improvements, and infrastructure requirements for the construction up to 199 units of new housing on City-owned land in Moraga Canyon, 60 of which would be affordable to lower income households.

The Specific Plan anticipates development of multifamily residential buildings between 4 and 6 stories in Moraga Canyon, and includes two options for where these buildings could be located – either on the north side or the south side of Moraga Avenue.

The completed Draft Specific Plan is expected to be released for public review and comment in late 2024. This will be followed by a series of City Council study sessions, anticipated to begin in January or February. The Specific Plan would then return to the Planning Commission for recommendation, then to the City Council for adoption.
