Families with young children went all out for the Rec Department’s Halloween Tot Parade and Carnival on Oct. 30 in Piedmont Park on Sunday. After two years of subdued celebrations, this was the first ‘real’ celebration for many of the youngest participants. The parade line stretched through the park and included a walk through a spooky but family-friendly course where Piedmont’s firefighters and Rec staff dispensed treats and hosted activities.
