Spotted: Beware of … the cat?

A resident informs us that an altercation between a neighbor’s cat and a dog walker on the Pala/Scenic staircase ultimately was resolved with the posting of this unusual warning sign, now visible at the bottom of the staircase. (To our knowledge, the cat has not been accused of murder. Yet.)
