The Recreation Department’s annual Halloween carnival for the city’s youngest residents and their families was held in Piedmont Park on Sunday. A colorful cast of characters filled the park between 1 p.m. and 3 p.m. Kids enjoyed a parade, Dia de los Muertos-themed crafts, lawn games, a Spooky Woods walk, stories at the Black Kitty-Kat Inn, treats, prizes, and more.
