Revised Housing Element published as 7-day public review process begins

General Plan Amendment to Adopt 6th Cycle Housing Element and Intent to Adopt a Negative Declaration

Revised Housing Element Published Today 
Starting 7-Day Public Review Period

The City Council of the City of Piedmont will conduct a public hearing at a regular meeting on Monday, March 20, 2023 in Council Chambers, 120 Vista Avenue, Piedmont, CA, to consider the following actions: (1) to adopt an Initial Study-Negative Declaration for the 6th Cycle Housing Element, prepared pursuant to the California Environmental Quality Act (CEQA), and (2) to adopt the 2023-2031 6th Cycle Housing Element. On January 12, 2023, the Piedmont Planning Commission held a public hearing and approved a resolution to recommend that the City Council adopt an Initial Study-Negative Declaration for the 6th Cycle Housing Element, prepared pursuant to CEQA, and to recommend that the City Council amend the General Plan by adopting the 2023-2031 6th Cycle Housing Element. The Initial Study-Negative Declaration was posted for public review December 9, 2022, to January 8, 2023, and remains posted for public review.

The draft 6th Cycle Housing Element was posted for public review April 8, 2022, to June 20, 2022; posted again after it was revised on December 9, 2022, to February 13, 2023; and remains posted for public review. The draft 6th Cycle Housing Element was referred to entities, outlined in Government Code section 65352, on December 30, 2023. 

State law requires each city to update their General Plan Housing Element. The City of Piedmont Draft Housing Element for the 6th Cycle (2023 – 2031) (“draft Housing Element”) is part of the City’s General Plan and applies citywide. The draft Housing Element provides a plan for addressing housing needs over the next 8 years. The proposed draft Housing Element has been developed to meet the State of California’s legal requirements, including the requirement to plan for the City’s share of the regional housing needs allocation (RHNA). The Initial Study-Negative Declaration was prepared by the City of Piedmont, which is the Lead Agency, for the Housing Element project, in accordance with CEQA and CEQA Guidelines. 

The draft Housing Element and Initial Study-Negative Declaration are available for public review on the City’s webpage at https://piedmont.ca.gov, as well as https://piedmontishome.org. They are also available at City Hall located at 120 Vista Avenue, Piedmont, CA, between the hours of 8:30 a.m. and 5:00 p.m., Monday through Friday. 

Interested persons may be heard at the public hearing, and written comments may be submitted prior to the public hearing(s). Written comments will be made a part of the public record. If you challenge this matter in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice or in written correspondence delivered to the City of Piedmont at or prior to the public hearing.
