City Council to consider adoption of Draft Moraga Canyon Specific Plan on Oct. 6

Planning & Building Director Kevin Jackson joined "Walking on Wednesdays" earlier this week to answer questions about the Moraga Canyon Specific Plan and provide a behind-the-scenes tour of the City’s Corporation Yard.

Hearing follows months of discussion and public engagement

The City Council will consider adopting the Draft Moraga Canyon Specific Plan at a public hearing on Monday, October 6:

City Council Public Hearing: Moraga Canyon Specific Plan

Zoom: piedmont-ca-gov.zoom.us/j/82500567382
Agenda | Staff Report

Community members can watch and participate in-person or remotely via Zoom.

The public hearing follows months of discussion and public engagement around the Draft Specific Plan, which was released for public review in April 2025. The Draft Specific Plan provides a framework for bringing new housing, including affordable housing, to City owned land in Moraga Canyon while also enhancing road safety, recreational amenities, and wildfire safety in the area.

Proposed clarifications and refinements better align Draft Specific Plan with Housing Element goals

The Planning Commission unanimously voted to recommend the City Council adopt the Specific Plan, with revisions that clarify expectations around traffic safety measures, noise impacts, and fire access roads, at a public hearing in September.

In addition to those previously endorsed by the Planning Commission, staff are recommending that the City Council consider revisions to the Draft Specific Plan that would better align the Specific Plan with goals identified in the Housing Element:

  • Adjust language about expected number of multifamily units from “up to 197” to “at least  130”
  • Specify that at least 40 percent of multifamily housing must be affordable to lower income households
  • Allow for affordable housing to be provided either in separate buildings from market-rate  units, or as part of the same buildings
A vision for the future of Moraga Canyon

The product of in-depth study and community engagement beginning in summer 2023, the Draft  Moraga Canyon Specific Plan outlines a vision – and the steps needed to bring it to life – for a new  neighborhood in Moraga Canyon that would:

  • Bring new housing to Piedmont, creating opportunities for people of all income levels;
  • Enhance recreational amenities through an expanded sports field and new hiking trail;
  • Improve road safety, with a new bike lane, sidewalks, and traffic signal at Red Rock Road;
  • Model best practices in wildfire resistant construction and landscaping

The Draft Specific Plan details development locations, site improvements, and infrastructure  requirements for the construction of new housing on City-owned land in Moraga Canyon, 60 of which would be affordable to lower income households.
